Queensland Rail submitted its 2018–19 capital expenditure claim on 20 December 2019, under its 2016 access undertaking. The claim includes seven projects totalling $27.2 million (excluding interest during construction), and is published below along with a stakeholder notice.
On 1 July 2020, the 2016 access undertaking was replaced by the 2020 access undertaking.
In assessing the claim, we focus on the scope, standard of works and cost. Schedule E of the access undertaking outlines processes and criteria for our assessment.

We assess the prudency of Queensland Rail’s capital expenditure annually to determine whether the capital expenditure should be included in Queensland Rail’s regulatory asset base, focusing on the scope, standard of works and cost.
The assessment framework is set out in schedule E of the access undertaking.
