Baseline capacity assessment report
The 2016 access undertaking required Aurizon Network to submit its baseline capacity assessment report within six months after the access undertaking is approved. Once the QCA agreed to the report, Aurizon Network had to undertake an annual capacity analysis and make a preliminary capacity assessment report available.
On 19 July 2018, we published our decision to agree with Aurizon Network’s baseline capacity assessment report (BCAR). Our decision was informed by stakeholder submissions, and a report by GHD, who assessed the BCAR against the requirements of the 2016 access undertaking (cl. 7A.4).

On 1 March 2018, we released a report by GHD, who assessed Aurizon Network’s BCAR against the requirements of the 2016 access undertaking (cl. 7A.4).

On 21 March 2017, Aurizon Network submitted its baseline capacity assessment report (BCAR) to the QCA, along with its 2016 system operating parameters (SOPs) report. Public versions of the BCAR and SOPs report, along with Aurizon Network’s submission letter, are available below.
We received two submissions on Aurizon Network’s BCAR and SOPs.
