We are investigating the prices the Gladstone Area Water Board (GAWB) is planning to charge for the period 2020–25, under direction from the Queensland Government. In particular, we are assessing whether the total cost of the bulk water services GAWB provides is prudent and efficient. We will consider a range of matters including:
- prices that provide GAWB with sufficient revenue to recover prudent and efficient costs
- the accumulation of under-recovered revenues and its impact on customers.
GAWB lodged its pricing proposal on 30 September 2019. Five stakeholders made submissions in response to the proposal.
In November 2019 we made available additional information regarding GAWB’s proposed treatment of accumulated revenue under-recoveries, which GAWB had claimed as confidential. We provided stakeholders until Friday 29 November to make submissions on this new material. We received four submissions in this round of consultation.

Access to confidential information
GAWB claimed confidentiality on some information in its proposal relating to:
- Curtis Island (chapter 17 of part A of its proposal)
- the accumulated under-recovered revenue (two tables in chapter 2, part B of its proposal), specifically GAWB’s proposal for each customer’s:
- share of the $124.7 million (as at 1 July 2020) under-recovered revenue
- annual annuity payment for the under-recovered revenue to be collected in addition to the proposed prices.
