The Queensland Competition Authority (QCA) has today released its draft determination of supplementary regulated retail electricity tariffs for regional Queensland to apply in 2020–21.
The QCA Chair, Professor Flavio Menezes, said that the Minister has issued two delegations, seeking the introduction of 11 additional regulated retail tariffs for regional Queensland.
“We have decided to combine our reviews and publish a single draft determination, given the timeframes, likely similar interested stakeholders and the related subject matter. Our draft determination provides indicative notified prices for 11 new retail tariffs, comprising a suite of eight small customer retail tariffs and three large customer retail tariffs. This includes retail tariffs for three new load control tariffs developed by Energex and Ergon Distribution at the network level,” Professor Menezes said.
“Starting on 1 November 2020, customers will have access to the three load control tariffs and starting 1 January 2021, customers will have access to the additional eight tariffs.”
Professor Menezes said it is important to note this draft determination does not otherwise affect the existing tariff schedule or prices, and all new tariffs will be offered on an opt-in basis only. The draft prices for these additional tariffs have been set in accordance with the Queensland Government’s uniform tariff policy, which means most regional customers pay less for electricity than it costs to supply them.
Professor Menezes noted that there may be changes in the final determination. “While the draft determination provides indicative price estimates, these are based on information at the time and may change in the final determination, including based on feedback from stakeholders,” he said.
He said that consultation is an important part of the QCA’s assessment processes and encouraged stakeholders to provide written feedback on the draft determination.

The QCA’s review of supplementary notified prices began when it received delegations from the Minister for Natural Resources, Mines and Energy, the Honourable Dr Anthony Lynham MP, to determine three new load control retail tariffs and a suite of eight additional retail tariffs.
The final determination is expected to be published by 16 October 2020. The notified prices are only available to standard contract customers in regional Queensland.
