Alternative standard access agreements

On 24 April 2013, wemade a final decision not to approve Aurizon Network’s proposal, setting out how Aurizon Network should amend the proposal.  Aurizon Network subsequently submitted an amended proposal, but this did not strictly comply with our final decision.

Thus, on 6 June 2013, we published our own proposed alternative SAAs.  These were subsequently amended, in response to a submission from a stakeholder.

We approved our amended alternative SAAs on 1 August 2013.

On 27 July 2012, we made a draft decision not to approve Aurizon Network’s proposed alternative SAAs.

On 29 April 2011, Aurizon Network submitted its proposed alternative standard access agreements (SAAs) to us for approval.  Its submission contained:

• an end user access agreement—a proposed SAA that can be entered into by users of rail haulage services to contract directly with Aurizon Network for access rights
• a train operations access agreement—a proposed SAA that can be entered into by one or more railway operators, nominated by access seekers or holders pursuant to an end user access agreement
• necessary consequential amendments to the 2010 access undertaking.
