DBCT Management proposed to amend the financial modelling associated with its 2017 access undertaking
On 14 September 2017, DBCTM submitted a draft amending access undertaking (DAAU) seeking to amend the financial modelling associated with the 2017 access undertaking.
On 15 December 2017, we made a decision not to consider DBCTM’s modelling DAAU further. The decision notice is published below.
On 14 September 2017, DBCT Management Pty Ltd (DBCTM) submitted a document titled ‘draft amending access undertaking’ (modelling DAAU) seeking to amend the financial modelling associated with the 2017 access undertaking. DBCTM said it would affect four areas:
- the calculation of outturn inflation
- the sharing of tax benefits
- tax considerations relating to the remediation allowance
- the economic life of assets comprising the RAB.
We began an investigation to decide whether to approve, or refuse to approve, the modelling DAAU. We received one submission on DBCTM’s DAAU, from the DBCT User Group. The modelling DAAU and stakeholder submission are published below.
On 15 December 2017 we made a decision to cease our consideration of DBCTM’s modelling DAAU.
