Irrigation Prices for SunWater Schemes: 2012-17

Issues Papers

Following a review of the Ministers' Referral Notice and publicly available documentation from previous reviews, the Authority commissioned independent consultants to prepare Issues Papers to provide a basis for comment by stakeholders, and in some instances to provide guidance for SunWater.

These Issues Papers do not represent the Authority’s position.  They are the views of the independent consultant.  The Authority will not formally consider the Issues Papers until after stakeholder comments are received.

The list of current topics is outlined below.  Also accessible is the proposed scope of the Issues Paper.

  1. Form of Regulation (May, 10) (PDF, 28KB)
  2. Tariff Structure (May, 10) (PDF, 35KB)
  3. Capital Cost Allocation (May, 10) (PDF, 26KB)
  4. Rate of Return (May, 10) (PDF, 26KB)
  5. Asset Consumption (May, 10) (PDF, 28KB)

Further Consultation

The Issues Papers are quite detailed in scope and in some instances contain complex technical analysis.

The Authority was invited by the Queensland Farmers Federation (QFF) to attend a series of regional meetings throughout September (2010) and provide briefings to irrigators on the issues covered in each paper. A summary of the issues discussed at these meetings is available here.

It is proposed that the Authority’s representatives will also provide an outline of the issues identified during the next round of Stakeholder Consultation meetings (before the closing date for submissions on NSPs).
