Gladstone Area Water Board 2010 Investigation of Pricing Practices

The Premier and the Treasurer (the Ministers) referred the declared monopoly business activities of the Gladstone Area Water Board (GAWB) to the Authority for an investigation into the pricing practices relating to those activities.

The Authority has been directed to:

  1. provide a Draft Report by the later of:
    1. 31 December 2009; or
    2. 120 days [inclusive of all consultation time] from the receipt of GAWB's submission;

    3. provide a Final Report by 30 April 2010; and
      consult with GAWB, GAWB's customers and other relevant stakeholders.

GAWB is detailing its pricing proposals in stages:


  • Submission 1 - commercial framework and pricing principles;


  • Submission 2 - demand forecasts, regulated asset base and appropriate expenditure; and


  • Submission 3 - pricing model.

Submission 1, previously provided by GAWB, was released for stakeholder comment in September 2009.  Stakeholder submissions are provided below.

Submission 2 and supporting appendices have recently been provided by GAWB and are listed below.  The Authority now invites interested parties to comment on the pricing proposals outlined in GAWB’s Submission 2. Comment is due by cob 5 February 2009.
