Proposed System Rules

On 30 June 2011, QR Network submitted for the Authority’s approval draft system rules, and accompanying explanatory notes, for the Goonyella coal system.

On 31 August 2011, QR Network submitted system rules for the Capricornia coal system, which includes the Blackwater and Moura systems in the southern Bowen Basin.

QR Network’s proposed Goonyella and Capricornia system rules were submitted pursuant to clause 7.1 and schedule G, Appendix 1 of QR Network’s approved 2010 undertaking.

Goonyella

QR Network indicated that the Goonyella system rules describe the planning and path allocation process in an increasingly complex multi-user environment. QR Network said that the system rules provide:

  1. transparency around the planning and scheduling decision making process – e.g. the monthly maintenance and the weekly and daily planning processes; and
  2. a means of integrating and coordinating different scheduling environments within contractual boundaries – e.g. so that cargo assembly operations can be accommodated subject to a uniform utilisation of the rail infrastructure.

The Authority received ten submissions from stakeholders on the Goonyella system rules.

Capricornia

QR Network indicated the Capricornia system rules were necessary to define the interaction between the networks operated by QR Network and Queensland Rail, including processes for managing the planning, scheduling and control of through-running traffic.

The Authority received three submissions from stakeholders on the Capricornia system rules.
