2012 GAPE DAAU

On 10 September 2012, QR Network Pty Ltd (QR Network) submitted a draft amending access undertaking (DAAU) for the Goonyella to Abbot Point expansion (GAPE). In it, QR Network proposed to amend the approved 2010 access undertaking to introduce a reference tariff for train services operating across the GAPE infrastructure.

Under section 142 of the Queensland Competition Authority Act 1997 (the QCA Act), the Authority must consider QR Network’s DAAU and either approve, or refuse to approve, it.

On 12 September 2012, the Authority issued QR Network with a notice of investigation, under section 146 of the QCA Act, indicating its intention to undertake an investigation into the DAAU. The Authority also invited interested parties to comment on any aspect of the DAAU.

The Authority received 9 submissions in relation to the DAAU, which can be downloaded below.

On 12 April 2013, Aurizon Network (formerly QR Network) withdrew its 2012 GAPE DAAU and submitted a revised 2013 GAPE DAAU proposal.
