2010 Draft Access Undertaking
Draft Decision (Pricing)
On 2 June 2010, the Authority published its draft decision on the coal tariff aspects of QR Network's 2010 draft access undertaking (DAU).
The draft decision sets out the Authority's reasons for not accepting the tariffs and price-setting rules (schedule F) of the DAU and identifies ways in which they should be amended to resolve the issues identified by stakeholders and the Authority. The Authority hopes that this will facilitate QR Network's prompt response.
The Authority expects QR Network to respond to its draft decision by submitting a draft amending access undertaking (DAAU) to the 2008 undertaking that extends the termination date, and includes the proposed tariffs and schedule F price-setting rules from the Authority's draft decision.
The Authority is not requesting stakeholders to comment on the pricing draft decision at this time. Stakeholders will be requested to comment on any amendment to the 2008 undertaking or on any subsequently resubmitted DAU. Provided QR Network's draft undertakings are consistent with this decision, the Authority will not be providing a lengthy consultation period as stakeholders have already had a significant opportunity to comment on these matters.
