2008 Access Undertaking Amendments + Activities

West Blackwater Reference Tariff

Minerva DAAU

On 30 October 2008, QR Network submitted a voluntary draft amending access undertaking (Minerva DAAU) to the Authority. In it, QR Network sought to amend the 2008 access undertaking to provide for a new West Blackwater cluster, and reference tariff, for coal-carrying train services operating from the Minerva mine to the port of Gladstone (the Gindie-Minerva line).

The Authority commenced a public consultation process on 7 November 2008 and received submissions from Asciano, Felix Resources and QR Network. The Authority released a draft decision on 19 March 2009 and, at the request of stakeholders, provided an extended consultation period ending 3 July 2009.

On 3 July 2009, QR Network withdrew its Minerva DAAU and submitted a revised Minerva DAAU proposal for the Authority's approval (see below).

Revised Minerva DAAU (July 09)

On 3 July 2009, QR Network's submitted a revised Minerva DAAU for the Authority's approval. In it, QR Network proposed a revised reference tariff based on a new methodology for determining the cost base to apply to the coal-carrying train services operating from the Minerva mine to the port of Gladstone.

In response to its request, the Authority received submissions from Asciano, Felix Resources and QR Network.

On 20 August 2009, the Authority released its final decision to approve QR Network's revised Minerva DAAU, for the reasons stated in its decision.
