Preliminary West Blackwater Reference Tariff
On 1 August 2008, QR Network provided the Queensland Competition Authority with a 'preliminary' West Blackwater reference tariff proposal. QR Network's preliminary proposal seeks to amend the 2008 access undertaking to provide for a new West Blackwater cluster, and reference tariff, for coal-carrying train services operating from the Minerva mine to the port of Gladstone (the Gindie-Minerva line).
At this time, the 2008 access undertaking has not yet been approved by the Authority and, therefore, QR Network cannot formally submit, for the Authority's approval, an amendment to it.
However, to facilitate the timely consideration of QR Network's formal application, the Authority sought, and received, two submissions from Felix Resources and Asciano in relation to QR Network's preliminary application, by the due date of 22 August 2008. The Authority also published two technical reports on aspects of the costs of the Gindie-Minerva railway to assist stakeholders to prepare their submissions, including an asset value and maintenance cost review undertaken by WorleyParsons and a capital expenditure review undertaken by GHD as part of the Authority's assessment of QR Network's 2006-07 capital expenditure claim.
