2009-10 Adjustment Charge
In June 2010, the Authority approved QR Network's proposal to extend the term of the 2008 access undertaking and apply new reference tariffs to coal-carrying train services in the central Queensland coal region and the Western system.
As the new reference tariffs apply retrospectively from 1 July 2009, the 2008 undertaking provides for QR Network to seek the Authority's approval to recover the difference between the access charges collected by QR Network and those based on the new reference tariff over that time.
On 9 September 2010, QR Network submitted a 2009-10 adjustment charge proposal to the Authority for approval. In it, QR Network is seeking to recover an additional $161 million from users – which reflects the difference in the current and newly approved access charges (since 1 July 2009) and the interest accrued on that difference.
The Authority published QR Network's proposal and sought submissions from stakeholders. None were received.
On 29 October 2010, the Authority released its final decision to approve QR Network's 2009-10 adjustment charge proposal for the reasons stated in its decision.
