Revenue Cap Adjustments
In June 2007, the Queensland Competition Authority approved a revenue cap arrangement for coal-carrying services in the central Queensland coal region. The new arrangement provided for any over or under recovery of Queensland Rail's (QR's) approved system allowable revenue to be returned or recouped through future reference tariff adjustments.
Under these arrangements, within 60 days of the end of the financial year, QR is required to submit, for the Authority's approval, a proposal to vary its reference tariffs. On 28 September 2007, the Authority agreed to QR's request for an extension of time to 30 November 2007 for QR to submit its proposal.
On 30 November 2007, QR submitted its proposed 2006-07 revenue cap adjustment.
In response to its request, the Authority received submissions from Asciano and the Queensland Resources Council (QRC) by the due date of 4 January 2008.
The Authority provided QR with an opportunity to respond to the comments received from stakeholders. QR submitted its response to the Authority by the due date of 31 January 2008 and, in doing so, amended its original proposal.
On 20 March 2008, the Authority released its final decision to approve QR's 2006-07 revenue cap adjustment proposal (as amended by its 31 January submission), including the revenue cap and reference tariffs for 2008-09, for the reasons stated in the final decision.
