QR’s CAPITAL EXPENDITURE 2006-07
Queensland Rail’s (QR's) 2006 access undertaking provides for the Queensland Competition Authority (the Authority) to assess the prudency of QR's capital expenditure on the central Queensland coal network on an annual basis. Once approved, the capital expenditure can then be included in QR’s regulatory asset base.
In October 2007, QR submitted an application for the Authority's approval of $177.6 million in capital expenditure for the year 2006-07.
On 22 May 2008, the Authority provided QR with its draft decision to not approve the full $177.6 million for inclusion into QR's asset base. The Authority did not accept capital expenditure for projects that were outside the central Queensland coal region or elements of projects which over allocated corporate overheads to the central Queensland coal network.
On 12 June 2008, QR submitted a revised capital expenditure claim of $158.6 million for 2006-07. The Authority approved QR's revised capital expenditure claim on 19 June 2008.
