2006 Access Undertaking Amendments + Activities
CPI ADJUSTMENT
On 16 October 2007, QR submitted a voluntary draft amending access undertaking (DAAU) to the Authority. In it, QR proposes to correct what it considers to be a mis-alignment between the escalators used for determining system allowable revenue (forecast CPI) and total actual revenues (actual CPI).
The Authority received submissions in response to QR's proposal from the Queensland Resources Council, Asciano and the Australian Rail Track Corporation Ltd.
On 22 November 2007, the Authority released its draft decision rejecting QR's proposal. A key issue in the Authority's consideration of the proposal was the benefit to all parties of regulatory certainty and, in particular, the desirability to all parties of having stable and certain arrangements over the term of the access undertaking.
The Authority received submissions from QR and the Queensland Resource Council in response to its draft decision by the due date of 29 November 2007.
On 17 December 2007, the Authority released its final decision on QR's CPI Adjustment DAAU. The Authority's final decision is to not approve the DAAU, for the reasons stated in the final decision.
