Halcrow Capacity Review

As part of Queensland Rail’s (QR) master planning process, and at QR’s request, the Queensland Competition Authority engaged Halcrow Pty Ltd (Halcrow) to review the existing capacity of the central Queensland coal systems (i.e. Blackwater, Goonyella, Moura and Newlands).  A Project Group, comprising representatives of QR, the Queensland Resources Council and the Authority jointly managed this review.

A principal objective of this review was to develop a base case for each system and to validate it against actual system performance over the first half of 2005.  QR’s master planning process seeks to modify these base cases accordingly for the purpose of assessing expansion options.
