2001 Access Undertaking Amendments and Activities

Reference Tariffs

Reference tariffs are tariffs in Queensland Rail's (QR) access undertaking which correspond to a reference train service (such as the transportation of coal). The Queensland Competition Authority assesses any requests to amend reference tariffs.

Moorvale Train Service – Inclusion in the North Goonyella Cluster

On 3 March 2004, the Authority received an application from QR to amend its undertaking to incorporate train services for the new Moorvale mine into the existing North Goonyella Cluster.

The Authority approved QR's draft amending access undertaking on 13 May 2004.

Central Goonyella

On 17 December 2003, QR submitted a draft amending access undertaking to create a Central Goonyella reference tariff for the new Hail Creek mine.  The application was pursuant to the Authority's decision of 11 September 2003 to refuse to endorse an indicative reference tariff for the Central Goonyella cluster. 

As the application was consistent with the Authority's decision of 11 September 2003, the draft amending access undertaking was approved on 5 February 2004.

Central Goonyella

On 1 April 2003, QR submitted, for the Authority's endorsement, an indicative reference tariff for the Central Goonyella cluster (which contains only the Hail Creek mine).  On 11 September 2003, the Authority decided not to endorse QR’s proposed indicative reference tariff for the Central Goonyella cluster.

Newlands

On 26 March 2003, the Authority received from QR a request to vary the Newlands reference tariff on the basis of consecutive volume trigger events occurring in the September and December 2002 quarters.  On 24 April 2003, QR resubmitted its request with a variation to its proposed Newlands reference tariff.

North Goonyella

On 5 November 2002, the Authority received from QR a request to vary the North Goonyella reference tariff on the basis of consecutive volume trigger events occurring in the June and September 2002 quarters.

On the basis of information presented by QR stakeholders and an independent consultant, the Authority concluded that the North Goonyella cluster's traffic volumes will not remain outside the traffic volume range on a sustained basis. Consequently, the Authority did not endorse the proposed revision to the reference tariff.
