ARR Roll-forward
The DBCT access undertaking provides for the Authority to approve the Annual Revenue Requirement (ARR) annual roll-forward of the terminal's regulated revenues and tariffs.
Where DBCT Management also submits non-expansion capital (NECAP) expenditure for inclusion into its regulated asset base, the Authority assesses the NECAP proposal jointly with the ARR roll forward proposal as both affect the regulated revenues that DBCT Management can recover via the terminal infrastructure charge (TIC) from 1 July of the following financial year.
2011-12 ARR Roll-forward
On 9 June 2011, the Authority approved DBCT Management's ARR roll forward for 2011-12 and NECAP expenditure for 2009-10 and 2010-11, providing for an ARR of $246,117,230 and TIC of $2.9016, effective from 1 July 2011.
2012-13 ARR Roll-forward
On 15 May 2012, DBCT Management formally requested the Authority to approve its ARR roll forward calculation for 2012-13. Separately, on 29 May 2012, DBCT Management sought approval for NECAP expenditure of around $19.7 million.
On 1 June 2012, the Authority approved DBCT Management's 2012-13 ARR and NECAP applications, providing for an ARR of $246,656,500 and TIC of $2.9018, effective from 1 July 2012.
2013-14 ARR Roll-forward
On 20 May 2013, the Authority approved DBCT Management’s 2013-14 ARR and NECAP expenditure applications, providing for an ARR of $250,409,306 and TIC of $2.9875, effective from 1 July 2013. This is inclusive of $555,699 and $0.0065/tonne respectively of the cost of the DBCT post-85 million tonnes per annum expansion study that was approved by the Authority at its April 2013 meeting.
