DBCT Capacity Expansions - Phase 2/3

On 5 October 2006, BBI (DBCT) Management Pty Ltd (DBCT Management) submited a capacity expansion application for the phase 2/3 expansion of DBCT pursuant to Clause 12.5(a) of the DBCT access undertaking.  The Queensland Competition Authority has considered the application and has approved the scope of the phase 2/3 expansion works and the sufficiency of the evidence provided by DBCT Management that the expansion is supported by at least 60% of the new users and 60% of existing users do not oppose – the 60/60 requirement. 

DBCT Capacity Expansions Phase 2/3 Forecast Costs - DAAU

On 6 October 2008, BBI (DBCT) Management Pty Limited (DBCT Management) submitted a voluntary draft amending access undertaking (DAAU) to the Queensland Competition Authority (the Authority). In it, DBCT Management sought to revise the Annual Revenue Requirement (ARR), Revenue Cap and Terminal Infrastructure Charge (TIC) for the Dalrymple Bay Coal Terminal, based on the forecast costs of expanding the terminal from its current capacity of 68 million tonnes per annum (mtpa) to 85 mtpa (phase 2/3 expansion).

DBCT Management submitted that the phase 2/3 expansion will be commissioned in two stages with the new 4th berth and stockyard works being commissioned in December 2008 (72 mtpa) and the new third out-loading system being commissioned in March 2009 (85 mtpa).

Following commissioning of all the works related to the phase 2/3 expansion, DBCT Management is required to submit a DAAU seeking approval of the actual costs of the phase 2/3 expansion. The DAAU submitted on 6 October contains an "unders and overs" clause to ensure that any subsequent adjustment to the ARR, revenue cap and TIC occurs in a revenue neutral manner.

On 7 October 2008, the Authority published DBCT Management's DAAU on the Authority's website and invited submissions from stakeholders by 3 November 2008.

The Authority received no submissions from stakeholders.

On 20 November 2008, in accordance with s.142 of the Queensland Competition Authority Act 1997, the Authority approved the DAAU for the DBCT phase 2/3 expansion forecast costs.
