DBCT Capacity Expansions Phase 1 Scope Application
On 28 July 2006, BBI (DBCT) Management Pty Ltd (DBCT Management) submited a capacity expansion application for the phase 1 expansion of DBCT pursuant to Clause 12.5(a) of the DBCT access undertaking. The Queensland Competition Authority has considered the application and has approved the scope of the phase 1 expansion works and the sufficiency of the evidence provided by DBCT Management that the expansion is supported by at least 60% of the new users and 60% of existing users do not oppose – the 60/60 requirement.
The Authority has also approved DBCT Management's Tender and Contract Management Process (TCMP) for the expansion.
DBCT Capacity Expansions Phase 1 Forecast Costs - DAAU
On 6 September 2007, BBI (DBCT) Management Pty Limited (DBCT Management) submitted a voluntary draft amending access undertaking (DAAU) to the Queensland Competition Authority. In it, DBCT Management sought to revise the Annual Revenue Requirement (ARR), Revenue Cap and Terminal Infrastructure Charge (TIC) for DBCT, based on the forecast costs of expanding the terminal from its current capacity of 60 mtpa to 68 mtpa (phase 1 expansion).
Following commissioning of the phase 1 expansion, DBCT Management will submit a second DAAU seeking approval of the actual costs of the phase 1 expansion. The DAAU submitted on 6 September also contains an unders and overs clause that seeks to ensure that any subsequent adjustment to the ARR, revenue cap and TIC occurs in a revenue neutral manner.
On 7 September 2007, the Authority published DBCT Management’s DAAU on the Authority’s web site and invited submissions from interested parties by 28 September 2007.
The Authority received no submissions from stakeholders.
On 17 October 2007, the Authority approved the DAAU for the DBCT phase 1 expansion forecast costs, submitted by DBCT Management on 6 September 2007.
