2006 Access Review
An access arrangement describes the policies as well as the terms and conditions upon which third parties will be given access to a covered pipeline and includes both pricing and non-pricing issues.
The access arrangements for Allgas and Envestra, approved in 2001, expire on 30 June 2006. Allgas and Envestra submitted revised access arrangements to the Authority on 30 September 2005, as required under the National Third Party Access Code and the existing access arrangements.
The Authority received numerous submissions on the revised access arrangements and on its Draft Decisions. The Authority released its Final Decisions, which were to not approve the revised access arrangements, on 22 May 2006. The service providers were required to submit amended revised access arrangements to the Authority by 5 June 2006.
In response to the Final Decisions, the service providers submitted amended versions of their access arrangements that were approved by the Authority on 26 June 2006.
