2001 Access Review

An access arrangement describes the policies as well as the terms and conditions upon which third party access to a covered pipeline will be granted and includes both pricing and non-pricing issues.

Allgas Energy and Envestra submitted draft access arrangements to the Queensland Competition Authority on 17 October 2000. In reaching a decision on the draft access arrangements, the Authority is required to consider submissions from stakeholders on the proposal and on the Authority's Draft Decision. The Authority commenced this process in November 2000 with the release of an issues paper, and also commissioned a number of independent reports on matters of concern within the draft access arrangements.

The draft access arrangements were rejected in the Authority’s Final Decision (November 2001), but after the required amendments were implemented, was approved in December 2001, to take effect from 1 January 2002. This access arrangement will expire on 30 June 2006.
