Review of Minimum Service Standards and Guaranteed Service Levels to Apply in Queensland from 1 July 2010

The Queensland Electricity Industry Code (the Code) sets the minimum service standards (MSS) and guaranteed service levels (GSL) and payments that are to be met by Energex and Ergon Energy during the current regulatory period.

Under sections 2.4.4 and 2.5.19 of the Code, the Authority is required to review the MSS and GSL requirements to apply from the beginning of the next regulatory period beginning 1 July 2010.

On 24 April 2009, the Authority released its Final Decision on the Review of MSS and GSL.

The Authority's Final Decision was to make a number of changes to the Indicative MSS that are currently contained in Schedule 1 of the Code. These included some further changes from those proposed in the Draft Decision relating to the SAIDI Limits to apply to Ergon Energy's Urban feeder network. The Authority's Final Decision can be accessed below.

The Code amendments required to implement these changes are outlined in Annexure 1 to the Final Decision.

Two further Code amendments discussed in the Final Decision, relating to the process for customers lodging GSL claims have been considered separately to this Review, On 22 October 2009, the Authority released its Final Decision regarding these further matters. That Final Decision can be accessed here.
