Cost Pass-through Applications

Capital Expenditure Pass-through Application from Energex

In its 2005 Final Determination: Regulation of Electricity Distribution, the Queensland Competition Authority included a capital expenditure forecast for Energex of $2.7 billion rather than the $3.4 billion proposed by Energex. However, the Authority provided scope for Energex to seek to pass-through the costs associated with additional capital expenditure during the current regulatory period, up to its original forecast of $3.4 billion. The Authority indicated that it would only approve the pass-through of such costs after seeking public comment and subject to the criteria set out in the Final Determination.

Subsequent to the Final Determination, Energex submitted an application to the Authority seeking approval to pass-through costs associated with additional capital expenditure. The Authority issued a Draft Decision on 22 February 2007, proposing to approve the pass-through of costs associated with an additional $720 million of capital expenditure. Following public consultation on its Draft Decision, the Authority has prepared its Final Decision, which is to approve the pass-through of costs associated with an additional $720 million in capital expenditure by Energex during the current regulatory period.
