Review of Electricity Retailer and Distributor Credit Support Arrangements

Final Decision

The Electricity Act 1994 (Electricity Act) and the Queensland Competition Act 1997 require the Authority to develop guidelines for the credit support arrangements between electricity retailers and distributors (the Credit Support Guidelines).

On 20 May 2010, the Authority commenced this review with the release of a Consultation Notice. Submissions in response to the Consultation Notice closed on 18 June 2010 and the Authority received ten submissions.

On 23 September 2010, the Authority released its Draft Decision (including proposed Credit Support Guidelines). Submissions closed on 15 October 2010 and the Authority received five submissions in response.

The Authority released its Final Decision and final Credit Support Guidelines on 10 December 2010. The Final Decision and Credit Support Guidelines (along with earlier drafts and submissions) can be accessed below.

Based on the general support for the alignment of the Guidelines with the National Energy Customer Framework (NECF), and the Government's commitment to implement the NECF in Queensland, the final Credit Support Guidelines mirror, as closely as possible, the credit support arrangements presented in the NECF.
