Final Determination

In April 2005 the Queensland Competition Authority released its Final Determination on the Regulation of Electricity Distribution, which sets out the regulatory arrangements to apply to Queensland’s Electricity Distribution Network Service Providers (DNSPs) for the next four year regulatory period commencing on 1 July 2005.

The Final Determination was made against the background of the network problems which occurred in 2004 and which were the subject of the Electricity Distribution and Service Delivery (EDSD) Review. As noted in the Draft Determination, because of the EDSD review, DNSPs were given the opportunity to provide the Authority with revised capital and operating expenditure forecasts prior to the release of the Final Determination. The Authority commissioned two Burns and Roe Worley reports to provide specialist advice on these revised forecasts.
