Notified Electricity Prices 2010-11

Final Decision

The Authority released its Final Decision on the 2010-11 BRCI on 28 May 2010.

In its Final Decision, the Authority estimates that the change in the BRCI between 2009‑10 and 2010‑11 will be 13.29%.  This compares with an increase of 13.83% estimated at the time of the Authority’s Draft Decision in December 2009.

The increase in the BRCI for 2010-11 comprises:

  • an increase in transmission and distribution costs of 17.4%, reflecting the ongoing significant investment in Queensland’s distribution networks approved by the Australian Energy Regulator.  As these network costs account for around 47% of total costs, they contribute 8.21 percentage points to the change in the BRCI (61% of the total increase);
  • an increase in energy costs of 8.7%, reflecting the impact of rising coal and gas costs on generation costs and higher energy market prices.  As energy costs account for around 44% of total costs, they contribute 3.81 percentage points to the change in the BRCI (29% of the total increase); and
  • an increase in retail costs of 13.7%, reflecting a significant increase in estimates of customer acquisition and retention costs.  As retail costs account for around 9% of total costs, they contribute 1.27 percentage points to the change in the BRCI (10% of the total increase).

The Authority has applied the change in the BRCI to the existing notified prices to arrive at notified prices to apply from 1 July 2010.  New notified prices were published in the Queensland Government Gazette on 28 May 2010.
