Notified Electricity Prices 2009-10

The Queensland Competition Authority is responsible for calculating the Benchmark Retail Cost Index which is used to adjust notified (regulated) electricity prices annually.
The Authority released an Interim Consultation Notice seeking submissions on issues to be considered in calculating the Benchmark Retail Cost Index for 2009-10. Submissions in response to the Interim Consultation Notice closed on 21 July 2008.
On 15 August 2008, the Authority released for comment the draft first report on the calculation of the 200910 BRCI by its consultant, CRA International.

New Certificate of Delegation

On 26 August 2008 the Authority received a new certificate of delegation from the Minister for Mines and Energy which supersedes the previous delegation. The new delegation includes the following changes to the previous delegation:

  • The Authority is to complete its delegated tasks for the 2009-10 tariff year no later than 1 March 2009 (instead of 1 December 2008); and
  • In undertaking its delegated tasks, the Authority is to ensure that retail headroom that existed at the time of the original delegation (instead of at the date of the current delegation) remains relatively stable.

New Timetable
Consistent with the extended timeframes provided in the revised delegation from the Minister, the Authority has prepared a revised timetable for the remainder of the 2009-10 BRCI process. The revised timetable can be downloaded below.

2nd BRCI workshop
