Extraordinary Circumstances

Issues Paper

The Queensland Competition Authority released an issues paper in August 2003 to identify issues and related matters relevant to the establishment of general pricing principles for infrastructure investments made in response to extraordinary circumstances. Matters that were reviewed included the need for a definition of extraordinary circumstance and whether current regulatory objectives and approaches to economic regulation were appropriate for the treatment of such infrastructure investments.
