Efficiency Carryover Mechanism

In its various determinations, the Queensland Competition Authority has adopted an incentive based regulatory regime which encourages service providers to increase the efficiency of their operations, while at the same time recognising that those efficiency gains would be shared with users over time.

In order to recognise the efficiency gains over more than one regulatory period, an efficiency carryover mechanism is required. In September 2004 the Authority released a paper to provide an overview of the issues relevant to the consideration of an appropriate efficiency carryover mechanism.
