Seqwater: bulk water price review

We were directed in May 2014 to investigate and recommend bulk water prices for Seqwater from 1 July 2015 to 30 June 2018.

In 2008, the Queensland Government decided to phase in bulk water price increases over 10 years to cover the costs associated with the significant investment in the south east Queensland (SEQ) bulk water supply system.  

During the 10-year price path, bulk water prices are not expected to recover the costs of bulk water supply.

This means that Seqwater is selling bulk water at a loss, which is being funded by debt.

Prior to the merger of Seqwater, LinkWater and the SEQ Water Grid Manager on 1 January 2013, we were responsible for recommending Grid Service Charges, which were the amounts paid to Seqwater and LinkWater by the SEQ Water Grid Manager.

Grid Service Charges differed from the bulk water price paid by households and businesses in SEQ.
