The QCA released its Final Report in May 2012.  It detailed the results of the QCA's investigation, including recommended irrigation prices to apply from 1 July 2012 to 30 June 2017 for water supply schemes managed by SunWater.

The Treasurer and Minister for Trade and the Attorney General and Minister for Justice accepted without qualification the specific prices, fees and charges recommended by the QCA.

In 2016, the Government decided to extend the irrigation pricing policies by two years, until 30 June 2019.

The QCA released its Draft Report in November 2011.  It detailed the results of the QCA's investigation, including draft recommended irrigation prices to apply from 1 July 2012 to 30 June 2017 for water supply schemes managed by SunWater.

To ensure all stakeholders had adequate opportunity to identify and comment on relevant issues, the QCA had an ongoing consultation program with customers of each relevant water supply scheme.

The QCA commissioned independent consultants to prepare Issues Papers about aspects of irrigation pricing.

These Issues Papers:

  • provide a basis for comment by stakeholders
  • may provide guidance to SunWater.

The QCA was directed to recommend irrigation prices to apply to SunWater's 22 bulk water supply schemes and 8 distribution systems from 1 July 2012 to 30 June 2017.

SunWater's prices for other customers, such as urban and industrial users, was not part of the QCA's review.

The irrigation revenue earned by SunWater in some schemes do not cover the cost of operating and maintaining irrigation assets.  In these schemes, QCA could show the 'cost-reflective' price, but could only recommend prices that increased by up to $2/ML per year plus inflation.
