The National Energy Customer Framework

The National Energy Customer Framework (NECF) was introduced to Queensland on 1 July 2015.  As part of the introduction of the NECF the Electricity Industry Code and Gas Industry Code (the Industry Codes) were replaced by the Electricity Distribution Network Code and the Gas Distribution Network Code (the Distribution Codes) on 1 July 2015.  Copies of the Distribution Codes are available on our website. The QCA will administer and enforce the Distribution Codes.

Most of the retail matters previously covered by the Industry Codes are now regulated by the Australian Energy Regulator (AER). In particular, retailers are no longer required  to report customer information to the QCA, or provide information for the QCA price comparator.

From 1 July 2015, retailers must provide customer information to the AER and market offer information will appear on the Energy Made Easy website.

The Queensland Government has made a number of derogations to the NECF which place additional obligations on retailers with regard to their customers in Queensland.  In particular, retailer standing offer prices for providing customer retail services to small customers must be the notified prices.  The QCA is responsible for regulating a number of these additional obligations.

In doing so, the QCA has the same monitoring, investigation and enforcement powers as the AER has under the National Energy Retail Law. You can find out more about our guidelines for enforcing these matters here.
